At night in Seyda Neen there is no ambient light. The sky is completely black, and the only light comes from the in-scene sources (i.e. torches, lamps, etc.). This makes it impossible to travel at night, or do anything else at night really. I have only noticed this in Seyda Neen so far.

Nightime is black
This depends on the weather. If it's cloudy at night, sky would be dark, obviously.
You would probably be able to help more if you actually read what the op stated.
They indicated there is no ambient light other than that thrown by torches and lamps, not that the sky is just dark because it's cloudy.
I have the same issue with oblivion reloaded/obge installed. The lighting in morrowind really shouldn't be any darker than cyrodiil.
Essentially all shadow detail disappears when out of range of a light source.
IIRC ambient light level was set to 0 for clear nights.
You could use my "weather fix" which adjusts light levels for the different types of weather to Cyrodil values.

So ... are you saying that morroblivion should automatically accommodate the user's local conditions? I would like to see you do that mod, please ...
or just look at this one below. You could change it as needed to accommodate morroblivion, then offer it as alternative lighting for city dwellers. You'd be the hero! Don't forget to put all the lighting variables into an ini file so the user can set lighting conditions to whatever he wants ... any time he feels like it ..

you could turn night into urban twilight for everyone.
(or, 'thinking outside the box', maybe just make a 'nighteye' spell, attach it to a wearable item, give it to the user, and let the user see in the dark when the item is equipped)

I have noticed that Morroblivion Vvardenfell is very dark at night; I've never had it totally black, but it's bad enough where I truly can't see anything beyond vague shapes without using Light or Night-Eye, even in places like Balmora where ambient light exists. (I have no lighting/weather mods.) Solstheim was the only exception to this; I found it quite visible at night, similar to how it looked in Morrowind, or how nighttime looks in base Oblivion. I just chalked it up to the differences in who was in charge of creating those portions of the game. Does the mod above only affect Solstheim, or Vvardenfell at large? Because it's not Solstheim I'd like to brighten up; it looks fine to me, but the mainland is near-impenetrable.

I love dark nights. Torches are a hellish bug in Skyrim but provide a wonderful gameplay element in Oblivion.
P.S. Yes, it is dark at moonless nights and in caves. Yes, there is a visible shadow cast by moon.

Actually, I think it's the Vvardenfell Fog that's the big issue at night -- because the fog shaders are not volumetric, it just looks like the you are walking around in pitch-black unless you are 2 feet away from a light-source. When I force a weather change, the nightsky and landscape immediately become as clear as Cyrodiil nights. Maybe there's a way to modify weather so that the thick oppressive fog never occurs at night-time.
