Berne Clan Rank Requirements?

I've been making a few CS tweaks to Morroblivion as I play and find little things that bother me. I've edited the boots of "blinding" speed to the boots of middling speed, providing a +50 speed boost. Without the blinding effect they are just too op. I've recently been infected by a Berne vamp and realized that the Ranks have willpower requirements... I guess poor design choices are nothing new for Bethesda. Where in the CS would I go about changing the willpower requirements to agility requirements? Once I'm done with my playthrough I'll probably release a mod of all my gameplay tweaks.

Just thought of neat idea for

Just thought of a neat idea for the boots of blinding speed tweak. I imagine that the blinding effect simply isn't available in Oblivion, but the concept is still applicable in Oblivion. A positive effect and a negative effect that negates the positive...until the player has a way to mitigate the negative. Perhaps something like "The Boots of Burdening Speed", where I keep the 200 speed bonus but add a +200 burden ;)

I think Boots of Burdening

I think Boots of Burdening Blazes could be great, maybe 222 or 2000 burden tho to raise the difficulty?  If blazes were to be more literal then fire damage on self (from air force friction)? perhaps 20 dmg/second... with some fire resist that'd be very managable but prevent constant use unless immune.

As long as it is still on the guy north of caldera it should be well understood by lovers of MW, and amusing to Skyrim natives in its own right...

I hope the ghosts can be reanimated because I am very much looking forward to the public launch of this mod... would help more if I knew computer stuff and had time... or even just had a good sound setup for voice acting x.x

P.s. I like this enough to have created an account just to reply, 1st post!

P.P.S. I would be interested in playtesting and bug testing etc. and hope to be one of the first let's player's to start in this mod... if anyone knows if and how I could sign up for such please drop some knowledge on me!

It's..."theoretically"

It's..."theoretically" possible to make real Boots of Blinding Speed by, in the Boots of Blinding Speed mesh, making two rectangles with a pure black texture and no alpha. One around the head, one around the entire body. I could probably create such a mesh if you want.
