So I've been running into a lot of problems with the formlists while creating merchants...
For example, Brathus Dals in the No Name Club sells general food, drinks, and ingredients. He also sells moon sugar. If I choose a formlist such as apothecary or publician, many of the items do not show up ingame. For now I had to choose something random that would work, such as not buying/selling blacksmithing items.
A different instance in which the formlist acts as a hindrance is with lockpicks and probes. For some reason, these items are seen as misc items instead of thieves items, so if the thieves vendor formlist is chosen, nothing appears in the selling screen.
In trying to figure out what to use as a formlist, I decided to look at SSB64's Balmora merchants. It seems as though some of his merchants have the same problem (for example, Sottilde and Sharn gra-Muzgob). I'm a little confused - should I leave the merchants as they are, unable to sell some items at the moment, or should I try to make sure that they sell all of their items (even if they buy a ton of extra items as well)?
Right now, one of the easy, yet very useful task (along with this one) is navmeshing. There's a dedicated thread with all the instructions and tutorials.
Other tasks, maybe a bit more advanced but easy to learn are landscaping, cluttering, general beautification, NPC AI (schedules)...
I would think the answer is to clean up the forms lists. I haven't looked at all of them but if Publician can't sell ingredients, that is a problem for almost all of them.
Thief items and apparatus are both "Misc", so the vendor must be able to sell Misc. All Misc. I don't think you can break it down into subcategories.
Also, remember that one limit could be your speechcraft level. My player is over 50 and that should let me see everything in an inventory. That at least lets to see if the item isn't appearing at all (which would be a whole new problem). In theory, you should be able to see everything valid on the list no matter what your speechcraft. I don't think that became an issue until Oblivion when new items appeared for sale once you reached 50 in Merchant.
I took a quick look at the lists. The ThiefService form is empty. I assume that means the person won't sell anything at all (maybe the clothes in their inventory). The AssassinService doesn't include Thief items (which are Misc), but the Tong vendors all sell weapons and lockpicks/probes. So they need Misc added to that formlist. Scrolls and Books are different categories, but Priests need to sell both. Publicians only sell "food" and "poison". Moon sugar is an ingredient.
As a side issue, I've been including the clothing items that are listed for vendors, even though we probably don't want them to sell their outfits (once our naked vendors have outfits!). So at some point, this should probably be removed from the sale list if the vendor doesn't normally sell clothing. Just a thought.
yeah the buy/sell lists can clearly be reviewed and fixed.
Here is a little fix for thief tool sellers. I also added books to the Priest formlist but the Balmora temple crashes when I enter so I haven't been able to test that part. Sugar-Lips did have lockpicks and probes to sell me, so this should work. This is mainly to test some vendors, not for players to actually implement. I loaded it prior to the merchants mods, not sure if it matters but it works in that placement.

Congratulations SSB64, it is amazing how fast you got all those merchants done!
During testing, I have found that several of the random item lists have the damn glazed cup in them. So here are some updates for the LeveledItem list. This is mostly ingredients but I also fixed the clutter, food, apparatus, and book lists. I updated some armor/weapon lists but I know some items aren't finished yet, so I only made a few changes there.

Well, here are the final merchants from Vivec Hlaalu (sorry for taking a while - I have limited time with work all day, but I'm happy to help).
Besides the formlists, the only other problems I encountered were randomlists not appearing ingame and lights not appearing ingame.

I'm new on the thread - it looks like the merchants are all done, but if I'm wrong about this then I'd love to help. Could you send me the spreadsheet (in that case) that you're working off of.
