Use of conversation system?

The conversation system used in Skyrim's quests made the game feel a bit more immersive as NPCs were not only conversing with you, but with other NPCs as well. In Morrowind, obviously there are no instances of this since this type of system did not exist.

I'm proposing the idea that certain quest dialog can be expanded upon to have NPCs feel more alive as they speak with eachother during certain scripted moments of quests.

What do you guys think?

Not just during quests. I think Skywind should imitate Skyrim in this respect. NPCs should interact with each other. It adds a lot of depth and character to the world when you listen to the various NPCs chatting among themselves.

Someone's going to have to come up with dialogue, but I think that would be a really fun task. It's also a great opportunity to enhance the atmosphere of the different factions. I can already imagine the sorts of theological discussions that might go on in the temples.
