Can't start Twin Lamps

This is how the quest is supposed to work:

However, since slaves immediately vanish upon being freed, it's impossible to talk to them afterwards.  Last count, I've freed 97 slaves, and I still can't get the "Twin Lamps" code phrase.  I've been to every last dungeon in the game and there are no more slaves left to be freed, except those in cities and slave markets.

I asked already in the general forum, to no avail.  I'd looked for any mention of this quest in other threads, and found that some have brought it up, but they all seem to imply that they've managed to get the code phrase already.  Speaking with Ilmeni Dren doesn't have any effect, as asking her about "business" is a dead end if you're not a member of House Hlaalu.  I've already dealt with her in the past, when I returned her glove for the Imperial Legion quest.

Strangely, as a member of House Redoran, I was able to speak to Galyn Arvel at Ald Velothi while on the stronghold quest to find wives for the settlers, and she said she would send over freed slaves, even though I did not have the "Twin Lamps" code phrase.

How exactly do you start the Twin Lamps quest?  I looked in TES4edit and, according to the flags, the quest is supposed to be available from the start of the game.  Freeing 5 or 20 slaves didn't work.  Talking to Jobasha didn't work, as the topic never comes up.

No this is Morroblivion, Morrowind  is only a ( Guide ) on How the Game is Played there is a Lot Altered.

I'm sorry that it's taking a while for someone to help you.  Please keep in mind that there are only about 3 people among the currently active forum contributors who are knowledgeable enough to troubleshoot scripting or dialog bugs and offer workarounds or bug-fixes.  I have not seen any of the other people active in the past 2 months. 

Please also remember that my harddrive failed 1 month ago and I've spent the last few weeks first rebuilding a development machine and now working on an unofficial patch.  I really do have all of your bug-reports on my todo list and I will try to get to them soon.  Thanks for your hard work in compiling all the reports.  I hope you don't get discouraged by the current delays in making new bug-fixes -- things will hopefully get back to the usual pace (1-2 weeks) in the new year.

No problem, it's understandable.  I didn't file this under my longer bug report because I had the suspicion I was doing something wrong, given that others had been able to start the quest where I couldn't.  The support staff here has been very helpful, and I didn't mean to sound impatient.

No worries!  I'm just trying to keep the current enthusiasm and interest in Morroblivion going, and maybe attract some new people to the community too.  I know there are still some bugs, but the project's definitely come a long way.

Also, "support staff" is a way too official sounding since no one is paid, and most of us don't even have an official role.  In my (unofficial) opinion, if you post any sort of reply that can be helpful to others on these forums then you are already a contributor to the project.
