There may be a way to work over the Argonian CK issue- we could create the Argonian NPCs with default appearances and use this- http://skyrim.nexusmods.com/mods/4554 to alter the appearances afterwards. I'll probably get to work on male Argonians in a few days or so.

Only "esp" not enough for us. We need "textures\Actors\Character\FaceGenData\FaceTint\Morrowind_sk.esm" and "Meshes\Actors\Character\FaceGenData\FaceGeom\Morrowind_sk.esm" folders also.
Well at least making Jiub won't be very hard, too bad Dawnguard removed the scar.Wish I knew that ahead of time about the missing files, lols. Anyway, I see just a bunch of nif files inside of the second directory you list.
I would completely recreate Jiub, since this one doesn't look like him at all, and using his face from Dawnguard would require us to have Dawnguard installed as well, which isn't neccecairy at the moment.
Maybe we should use this mod for Dunmers (only for dunmers) ?
I don't know, you can see the difference, but it isn't that big. Besides, I like the Mer races as they are now, changing that would be a bit of a shame if you ask me.
Yes, use the face from Dawnguard, you can't get any more lore friendly. Just don't make it require Dawnguard. Simply set all of the options for tweaking faces to the exact same places as the Dawnguard NPC, then perhaps add a scar.
Ramms: No, I like the vanilla races fine the way they are.

Using jiub's Dawnguard face is easy, just write down the stats, and apply them to his Morrowind counterpart. Just too bad about the scar and earrings. Since it will most likely require dawnguard to make them fully functional we should keep it as a separate .esp to let as many people play the main project as possible. Because it would be very hard to convert over the original crossbows (and because we already have awesome models available) we will use the default Dawnguard Dwarven and Steel.
We will do the same for the Dwarven and Steel bolts and then,
A) Retexture the Dawnguard bolts for the corkbult, bonemold, etc. varieties present in Morrowind
B) Create entirely new models and textures
C) Convert and update the original Morrowind models
What does everyone think about this plan?

Also whoops uh-oh, I had no idea about the combat style, so all the npcs I made have the default combat style. RammS, progress has been slower than anticipated on my part, part due to work commitments, and part due to Dawnguard, but I'm going to sink the majority of Sunday this week into my contribution, I hope it will be up and finished by next week.
Good news, I finished the exams so I can now start converting the NPC's, first I have to make sure that I have Skywind installed correctly though and I still need to see if my creation kit is fixed after the reinstall.
I'm just starting a pretty intense postgrad course, so haven't had as much free time as I hoped! I still hope to contribute individual characters and playtesting time, but best take my name from the Nord males, incase somebody with more spare time would like to have a go!Given that the morrowind faces have siginificantly less variety than the Skyrim faces, I was wondering is we could simply work out a Skyrim equivalent for each faceset and have somebody write a converter? I don't know whether this would make it any easier, allowing us to then tweak the generic Morrowind faces for more variety. It's just that some the races just seem VERY large and it could perhaps give us a really solid base to work from...
Hmm, you know, that would actually signifficantly shorten the time to create the Dunmer. All people would have to do is give the characters their appropriate stats and slightly change the face so they don't all look the same.

Okay, so, I am told to create my NPC's without loading the Skyrim.esm right? Well, this gives me some annoying problems for example not being able to choose a race for the NPC's I'm making, so every option that's dependant on the Skyrim.esm is gone (makes sense) so there's barely anything I can do with them. Is there some way to get around this problem?
You should load Skyrim.esm ;-)

I have found a possible way to merge skyrim FORMS [NPC`s] into the master,by tweaking skyrim.esm.
If digitalparanoid`s quest mod merges without problems,I should be able to merge Skyrim stuff,[crossing fingers],will report back later today.

I have been working on the Faction Relationships or is someone already working on that? I don't want to step on anyones toes here. Also I added Female equivalents for rank names I hope thats okay. I didn't make any big changes just added some obvious ones.(Obviously if your a woman being a House Brother doesn't make any sense.)
