Suryn Athones' Slanders

The Imperial Legion quest, Suryn Athones' Slanders, requires you to kill an Ordinator in the Hall of Justice. When you talk to him about his slanders, he insults you and then attacks you. Ok. But there are 3 other ordinators in the room, and they immediately attack you too, even if you haven't even drawn a weapon or attempted to defend yourself! If you manage to survive fighting 4 ordinators at once in a small room, you end up with a 4000 bounty, even though all you did was defend yourself from an unprovoked attack.

I've never done this quest in Morrowind, so I don't know if that's how it's supposed to work, but I doubt it. I've noticed that NPC aggression is kind of a problem in general. For example, in several places all the enemies will start fighting each other as soon as I enter the cave/tower/etc, and I only have to kill the lone survivor. Maybe this is something like a bug in the faction assignments or a problem w/ using the Oblivion AI with Morrowind NPCs? I don't know.

I tried moving him to a secluded location and then talking to him, and even though he attacks you first and there are no witnesses, you still get murder bounty of 1000 for defending yourself.

For example, during the Saprius Entius quest, 2 ordinators are supposed to break in and attack you when you first talk to him. But instead, they attacked each other! After Saprius helped one of them kill the other, they stopped fighting and the quest would not continue until I taunted and killed the remaining ordinator. I also witnessed one of the Duke's Guards in the garrison spontaneously start attacking the other guards.

Oh, and bandits killing each other and all the slaves before I can rescue them.

The issues with NPCs randomly

The issues with NPCs randomly attacking each other is likely because you're using optional file from Unofficial Patch called "faction fixes" or something like that. It's a WIP and I wouldn't recommend using it in normal playthrough right now.

qwertyasdfgh is correct, this is because the faction fixes have not been completed for all NPCs yet.  Unfortunately, it's been a very long time since I last worked on the Unofficial Patch -- my fear is that I may have prematurely merged the faction fixes into the main patch, with a plan to merge the rest of the faction fixes in a later version which was cancelled.  I will need to check the faction relations records in the abandoned ESPs from the cancelled version of the Unofficial Patch.  Just cleaning that up and posting it as a hotfix may resolve many of the posted conflicts.

@SnowPyr: If you want to be really helpful, then make a list of the FormIDs for every NPC along with the FormID for the dungeon/cell in which they are located.  This will help me locate the remaining NPCs with conflicts to modify their faction relations data.  Otherwise, I am spending 90% of my time just trying to figure out exactly which NPC record you are describing by searching through all the dungeons and cell records that fit the descriptions you posted.  So those FormIDs would be extremely appreciated.

@ponyrider0 I would love to be helpful. I've already cleared all the locations where I experienced the problem, so I don't remember which ones they were. But I'd be happy to make that list if you tell me how? I guess that would require the Oblivion Construction Set

You do not need the

You do not need the Construction Set.  All you need to do is take the time to write down a FormID:  while you are playing the game, as soon as you encounter an object with a missing mesh or NPCs attacking each other or some other issue you would like to report, do these steps:

1. Open the console by pressing the "~" key. 
2. Left click any object or NPC that is currently on the screen.
3. A hexadecimal number (FormID) appears at the center top part of the screen.  Write that FormID down along with a description of whatever you want to say about it, ex: missing mesh, dead NPC, etc.

That number can be used to locate the exact instance and position of that object or NPC in the worldspace.

Alternatively, you could use one of several mods to assist you with finding and keeping track of FormIDs.  example: https://www.nexusmods.com/oblivion/mods/16704, however, I have never used any of these, so I won't be able to help you if you have any issues with them.
