Attacked in Council Club in Balmora

when i go for 2nd thief guild quest where i have to obtain key to nerano manor... in about 10-20 sec after i enter council club everybody there attack me... so i cant even talk to Sovor Trandel...

Solution please...

Do you have any other quests, involving Council Club, active? Like, Larrius Varro's quest?

There are two NPCs in the

There are two NPCs in the Council Club who have aggression settings high enough to spontaneously attack you: Madrale Thirith (https://en.uesp.net/wiki/Morrowind:Madrale_Thirith) and Marasa Aren (https://en.uesp.net/wiki/Morrowind:Marasa_Aren) -- aggression level 20 or 25 for both (depending if you have the unofficial patch installed).  Both also have very high Personality (50 and 58).  Both are members of the Camona Tong which causes them to have negative reactions to these factions: Thieves Guild, Blades, Imperial Legion, Fighters Guild, Mages Guild, House Redoran, Tribunal Temple, Imperial Cult.  Also once, one of these two NPCs attack you, it is likely that their colleagues in the Camona Tong will also attack you.

If your disposition to any character falls below 5 points of that character's aggression level, then they will attack.  Please refer to this link for things that affect disposition: https://en.uesp.net/wiki/Oblivion:Disposition.  I suspect your character is suffering from the combined effects of a low personality and multiple ranks in the above mentioned factions.  The reason that this does not happen in Morrowind is that the TES3 engine has a more complex system of handling NPC agro with an additional trait called Fight.  In short, this means that TES3 characters might hate you but they won't necessarily try to kill you unless provoked.  In TES4, they just need to dislike you less than their aggression level (disposition < aggression-5).

If you still believe you still believe that you are incorrectly being attacked after addressing the above issues [AND you have also tried qwertyasdfgh's mod fix], please reply back with all the mods you have installed and also your character stats and faction ranks.
