Skaal Warrior Skull Base ID

I'm experiencing a glitch in "The Disappearance of Captain Carius" quest where Artoria doesn't give me the Skaal Warrior Skull when prompted. I've been trying to work around it through the console, but the Morrowind Base ID for the skull (misc_skull_skaal) doesn't seem to work. Is it different in Morroblivion?

Using the console to bypass

Using the console to bypass such things will do you no good as quests need to progress properly in order for all scripts to work.

Can you tell us which stage is quest on and which dialogue option are you selecting?

The quest is on stage 10 (the journal reads, "Upon returning to Fort Frostmoth, I learned that the fort had been attacked by strange wolflike creatures, and that Captain Carius has been abducted."). 
When I speak to the soldiers they say to talk to Artoria, she might know what to do. When I speak to Artoria and click the topic "Find the captain," she says "You need to find him. The Nord village is a good place to start." (Sadly, clicking the topic over and over didn't yield better results.)
There weren't any other relevant topics that I could see, but of course I might've missed something. I was going to update the quest and add the skull through the console, is there a better option?

Re_Do back to when you got back to Fort ,Talk to Every 1 then Find Saenus Lusius and Go through his Topics ,He gave me the Skull when i Played the Quest

According to UESP, the person you're supposed to talk to depends on your previous choices.

Now, I don't know Bloodmoon quests very well, but I've attempted a quick fix, so try it.

I should recheck bloodmoon
I should recheck bloodmoon main quest soon, after I end debugging Kvatch Rebuilt. I will open a thread to keep bloodmoon bugs and fixes united. Also next obse version has some functions that may be useful for reworking some things to be more efficent

Ugh, I love the modding

Ugh, I love the modding community for this game but sometimes you just have to spell it out for people like me. Where am I supposed to put this fix in my oblivion directory? Just right into the data folder?

I've tried putting this fix in the root Oblivion folder and the data folder. Neither seems to do anything. Can somebody tell me what I'm doing wrong here?

I just realized you have to load it in the mod manager and it still isn't working. I'm sure I'm missing some super obvious step here but I can't seem to figure it out.

So after some trial and error

So after some trial and error I learned what the proper load order is for this fix in whatever mod managing program you're using. It probably isn't completely necessary but I found that loading this fix as the third in line (after the oblivion.esm and morrowind.esm) tends to work. Hope I saved anybody else who was struggling a little bit of trouble.

Im having the same issue but i cant download the ESP you posted , it leads me to a page with weird letters...
