Adding Summon to Armor/Clothing?

I'm not sure who's rules apply (Oblivion or Morrowind or Morroblivion)  or if any rules apply. Or maybe, just trying something not possible. Tried adding Golden Saint summon to a armor piece and expected to find a Lesser Power in my Spell list. The only real setting for the Enchantment was Duration. Are Lesser Powers still governed by skill level requirement, i.e. do I need the required skill 50 or 75?

Edit: Forgot to mention I had a Fortified Conj skill of 51 att of trying. So guess there is another set of possible requirements. It would be extremely strange, not to count Fortified lvl, from potion or rings.

Thanks for your reply and suggestion. I don't know if that's what I need. I guessed something isn't correct about mine because it's not working. It sounds like in qwertyasdfgh's UCWUS mod explanation, mine should be working. I.e. he mentions "(important for On Self enchantments, to prevent them from acting like Constant Effect)". His seems to mod help create, "cast when used", to stop Constant Effect. Unless I misunderstand, which is highly possible.  ;)

Thanks for your reply. I added summon golden saint to my chest piece and figured I'd get a lesser power. Or if it was constant when equipped that's ok too. Then I could have used your mod, but neither is true atm. So, not sure if I'm being denied the golden saint because it's blocked in the oblivion.exe, or because I did something wrong, or for some reason it's skill based even though it's a lesser power (in my mind, this seems remote).

I sort of gave up on this and updated, Save Skill Books for Later for Morroblivion. Now I'm back to fixing my install due to map alignment issues. Seriously considering updating an All Factions mod, for Morroblivion. It's probably heresy and will get me burned at the stake. ;)

Ok, I'm a little lost here.

Ok, I'm a little lost here. Are you trying to enchant an item in game or create it using CS? If it's the former, than you can't create new Cast When Used enchantments (and you can't use any summon effects in enchanting by default either). If it's the latter, then you'll have to attach a special script to it.

It'scalled mwCWUItemScript (You'll also need to have Morrowind_ob - UCWUS.esp activated)
