Redgaurds of Tamriel come in three flavors, but nearly all of them in Morrowind will sound 'American black'.
The rarest Redguard voice type encountered in Morrowind would sound African - the nobles of Hammerfell would keep the language and culture of Yokuda alive, but would have little reason to leave Hammerfell. A few of the nobles, or publicans and clergy coming from upper-class Hammerfell families may speak like this. These accents would sound West African, like Ghana. Possibly even Kenyan or Zulu if one is proficient in those accents (though they are not West African). Very precisely spoken and clean.
Most members of the Yokudan Diaspora you would find in Morrowind have been influenced by the language and culture of the Imperials, which themselves sound more 'American'. African language intonation influenced by American dialects becomes as American black. Don't confuse this with 'ebonics' or 'slang'. Think Logan Cunningham (Rucks from Bastion), Erik Dellums (Three Dog from Fallout 3 and Nazir from Skyrim), James Earl Jones as Mufasa. Or for women, well-spoken American black women like Oprah Winfrey, Etta James or Angela Bassett. Most of the Redguards encountered in Morrowind should have this accent.
A few of the Redguard seafarer folk that stick nearer the Altmer, Breton, or 'noble' Imperial influences would pick up accents like the Creole accents of the Caribbean. These accents would be rare in Morrowind, but perhaps a few mariner NPCs would have these accents.
I heard you guys really needed Redguards! So, I grabbed the first one that showed up in the spreadsheet and gave it a go.

Accent is a little sloppy. Just read the lines once each (unless I clearly flubbed it), no rehearsal, in the order they appeared in the spreadsheet, which I can tell is out of order in the game. No EQ, just noise removal, compression, limiter. Hope you TES Renewal guys like it. Open to suggestions. I just like voice acting, so I can try whatever you think would fit. I'll be trying some of the other races, too in a minute. :)
As Redguards voices are the most needed, I did an audition for Jaleen the Priest. This was my first shot at it and I'm eager to listen to your suggestions. I´ve also tried Khajiit and High Elf voices
We need Redguards to sound black. Either black American South 'genteel' or actual African. Think Old Spice guy, or Mufasa, or Nelson Mandella. I'll post a few of my own as reference in the first post of this thread.

Ha, nice. You definitely sound Southern, but not quite black. It's impossible for me to give instruction on the nuance of the voice. I can give examples but I don't know how to describe the subtleties in words.
Feel free to try auditioning for the other races - you're good at emotive acting.

Please. Look, it's an accent like any other. We're not talking 'Ebonics' here.
Here's how I imagine it. Yokudans had African inspired languages and accents, and came across. Some of the wealthier/royal families became more settled and kept the accents and preserved the language and gods of old Yokuda, and would sound 'African', with the crisp and precise accent of someone from Ghana, or Kenya.
Imperial culture (and Breton culture to a degree) are based after the Aldmeri civilizations and peoples they intermingled with. The Imperial language and writing systems are pulled from Aldmeri culture, and the noble Imperial families maintain a 'British' lilt as a holdover, while the majority of Imperials have 'American super-hero' voices.
The Redguard Diaspora would have been more heavily influenced by the Cyrodilic tongue and peoples as they moved further from their new homeland. The accent that formed when African (albeit West African and not East African) mixed with 'Americanized English' is the American black lilt which will be shared by most Redguards in the game. The voice of a pious orator, or a sexy rogue. These are characters, each unique.
Those Redguards who favor maritime vocations or smuggling along the coasts between Cyrodiil and The Summerset Isles would possibly pick up more of the 'British' influence in their Cyrodilic accent from dealing with Altmer and possibly 'Britishy' Imperials. A real world basis for what happens when African accents meld with British is the Caribbean Creole accents of Jamaica Barbados Trinidad and Tobago. So I may accept a good Caribbean accent for certain types of Redguards.
While their culture may have some Arabic orthologs, the voice actors from the games have generally been black Americans, and I like my explanation for this. Khajiit are the ones who have Arabic and Spanish language influences more so than the Yokudan Redguards.
I am assigning based on sound, not race. If a black man comes up and can do a voice that sounds perfect for an Altmer or Khajiit? Awesome! If a white guy can sound just like the Old Spice Guy? Great! We've got ourselves a Redguard! If an Asian-heritaged man living in Toronto speaks with a French accent and wants to do some Bretons? Glorious. We have a Breton.

You likely already know this (since you posted some mp3's), so ignore it if you do, but in order for Audacity to export mp3 files, you will need to have the Lame MP3 Encoder installed. Gave it a shot. Not as good as I'd like but just threw it together. Let me know if you like it or not. Also wasn't sure how to pronounce Okur or Hla Oad. Audio feedback can be minimized with the proper environment which I don't have at the moment. My favorite part is 'Go and speak with Okur.'

I decided to branch out with more voices, and try my hand at Redguard. I am okay at "American Black" accents, but as I am a deep southerner, I am only used to southern black accents....so, yeah....it's kind of Oprah Winfrey-esque, but it's probably more like how she sounds in the Princess and the Frog, lol. xD
EDIT: I tried out a second dialogue....maybe more African, but I kept switching between it and other accents while recording. I have to actually listen to Africans talking, and then maybe I can make it better. For now, it is just in theory. xD

Sorry if I'm not as in-depth as I normally am one-on-one with these responses. I don't mean to come across as over-harsh, but I've just a huge backlog of auditions to listen though, so I'm going to be curt.

The audio quality isn’t there, and the voice isn’t quite what we’re looking for.

The sound quality could be cleaned up a bit, can hear some background noise. The voice is almost there. The accent isn’t quite consistent, but at time I can hear it. Try going more for ‘black American’ than just Southern.

The southern go might be alright, but you sound too young. We need mature voices for Redguards. You may be able to lower the pitch a few percentage points in Audacity and see how it sounds, but you can only go so low before sound artifacts become evident.

Sounds Southern, but still very… white. A good bit of audible noise in the background, too.

The audio quality needs work. A lot of white noise in the background. The accent, too, isn’t quite there. Redguard is hard to nail, and it’s nearly impossible to describe with text.

This sounds great for Crowns. There aren’t many Redguards that would classify as Crowns, but for those that do, we’ll use your voice.

The sound quality isn’t up to scratch, and you’re a bit choppy with the reading. That might just be the audio quality, though? African style accent was alright, the reading of the lines just sounded off. The second recording voice doesn’t quite work.

The accent seems a bit forced, and ‘P’ sounds are quite harsh. Pop filter or just talking to the side of the mic might help.

The voice and accent starts off strong, but turns more into a Rod Serling type of voice later on. The sound quality sounds good, though. Work on the accent, or try for other races (feedback on those will be forthcoming as I get to them).

Hey, thanks for the input. I wish I could make myself sound more my age. I'm nearly thirty and still sound like a pre-teen, it seems. It's alright if my voice isn't right for this project. I'll try to find other ways to help out. Thanks a bunch. I'll try pitching it later to see how it sounds. :)

Something that might sound like it came from the fictional land of Hammerfell. Product of a little audacity tweaking as otherwise my attempt at a Southern US accent sounds too Monty Python. This was done as a faux Southern accent, not spoken deeply, pitched down two semi-tones, slightly bass boosted, and sped up 10%.

I also tried a High Elf. I went with the background information that Smitehammer gave for the dialect which was informative. I kind of have an everywhere accent pulling from each of those cultures mentioned. I find British/English accents are easy for me I have spent considerable time in the British Caribbean where they speak English and also a Patois which is a broken French with West African remnants. I also have spent quite sometime in the Deep South and also New York and New Jersey picking that up so I have little bits of all the dialect. Hopefully What you are looking for. Thank you
