How do you install the voice acting mod?

I unzipped it to the data folder of the game where it looks like it goes and wyre bash detected the esp file and it looked like WB did something with it, although it's not listed in the install menu(but the .esp is on the mods menu and is checked). I'm not getting anything from Sellus, so I know it's not working.

Copy the 'Sound' folder which

Copy the 'Sound' folder which should be in the archive into Oblivion\Data. Esp is actually not needed.

If you still don't get voice for some characters it means they haven't been voiced (or files are packaged wrong, but it's unlikely).

OK, that's what I had done, so I'm not sure what's wrong. That does create a folder called Morrowind_ob.esm in the data>sound>voice folder. Should that be there or am I supposed to merge it's files into the Oblivion.esm folder? Does it conflict with the voiced conversation mod packaged in the Morroblivion resources? From the description of the mod, Sellus was completed but he's not talking.

Yes, that's correct folder structure.

No.

What it could be:
a) Voice files for Sellus are named incorrectly. Nothing you can do about it without digging in CS.
b) There's a mistake in description and Sellus Gravius is actually not voiced.

Thanks. I'm going to assume it's named wrong or that Sellus is marked completed but isn't integrated as of version 0.5, even though he seems like he would have been one of the first done with his early appearance in the game,

everything looks like its install correctly, I believe when I packaged the latest morroblivion release the converter I used to convert all of the audiofiles may have output them in the wrong settings which causes oblivion not to read the files

Tried Morroblivion Voice 0.5 

Tried Morroblivion Voice 0.5  , Ended up having to Delete It,doing the Thieves Guild getting Orders from Sugar-Lips Hasbasi the Quest Dialogue on Screen was in Race Mode ,Ely's Silent Voice files Could not Slow here Dialogue Down. Asked Her Rumors ely's Silent worked no Problems did happen with other NPC also. any Clues what could Cause this to Happen

again its possible there are voice files for it in the package hence elys not taking effect on those particular lines, but they may be in the wrong format so instead of playing the voice properly it just skips it, when I get my internet back I will install oblivion and morroblivion and look into it, got a bunch of new files to add anyways, its about time morroblivion got an update!

In High Elf\f\ Directory there is a Lot of Files with (.wav ) Extensions.

In High Elf \m\ Directory you Have Extensions with ( .mp3~ ) could not see Oblivion Reading the Extension.

In Nord\m\ Directory there is 2 Hidden Files

1 Half-Troll-Shortcut

Morroblivion Files is a Directory

yes the half troll needs to be deleted, the .mp3~ are the ones I think the converter messed up, there should be no wav files either converter may have just skipped those as well? definitely needs some work, and lots more voice to add aswell

just install the digital one
just install the digital one first then the voice acted one after, it should overwrite all the applicable digital ones with the acted ones and keep the digital ones for all the un-acted lines

Are you updating this soon? Or if not, can you point me to what converter you are using to make the bsa files? Do you think the mp3s and wavs are damaged in any way or should I be able to try to convert them myself as is?
